REPORT TITLE:
Technology Consolidation Plan


DESCRIPTION:
Requires the governor's special advisor of high technology
development (special advisor) to develop a plan to organize the
energy, resources, and technology division of the department of
business, economic development, and tourism into the newly-
established high technology development corporation.  Requires
the special advisor to submit the plan, recommendations, and
actions taken pursuant to this bill, to the legislature prior to

                   A  BILL  FOR  AN  ACT

RELATING TO TECHNOLOGY DEVELOPMENT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that for greater
 
 2 efficiency and cost-effectiveness, the State's technology-related
 
 3 agencies and activities should be unified under a single agency.
 
 4 Such action would allow greater flexibility to meet the demands
 
 5 of the dynamic technology industry.  Consolidation of overlapping
 
 6 or complementary functions would further support the growth and
 
 7 development of technology in Hawaii.
 
 8      The legislature recognizes that the energy, resources, and
 
 9 technology division of the department of business, economic
 
10 development, and tourism is an integral part of Hawaii's growing
 
11 technology industry, and, therefore, any consolidation of this
 
12 division into another entity must be carried out in a well-
 
13 planned and organized manner.
 
14      The purpose of this Act is to require the governor's special
 
15 advisor of high technology development to develop a plan to
 
16 organize the energy, resources, and technology division of the
 
17 department of business, economic development, and tourism into
 
18 the newly-established high technology development corporation.
 
19      SECTION 2.  The governor's special advisor of high
 
20 technology development, in conjunction with the department of

 1 business, economic development, and tourism, shall develop a plan
 
 2 to organize the energy, resources, and technology division of the
 
 3 department of business, economic development, and tourism, into
 
 4 the newly-established high technology development corporation, as
 
 5 established under chapter      , Hawaii Revised Statutes.
 
 6      The plan shall include but shall not be limited to the
 
 7 development of:
 
 8      (1)  Appropriate transition plans;
 
 9      (2)  An organizational structure, including reworking
 
10           position descriptions and revising personnel
 
11           classifications; and
 
12      (3)  A proposed budget.
 
13      SECTION 3.  The governor's special advisor of high
 
14 technology development shall submit the plan, recommendations,
 
15 and actions taken pursuant to this bill, to the legislature no
 
16 later than twenty days prior to the convening of the regular
 
17 session of 2001.
 
18      SECTION 4.  This Act shall take effect upon its approval;
 
19 provided that H.B. No. 2356 or a similar measure establishing a
 
20 new high technology development corporation in any form is passed
 
21 by the legislature during the regular session of 2000 and is
 
22 enacted into law.
