                   A  BILL  FOR  AN  ACT

RELATING TO GOVERNMENT EFFICIENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Employers are often requested by government to
 
 2 participate with government in furthering social policy.  For
 
 3 instance, to help enforce child support laws, employers are
 
 4 required to garnish their employee obligor's wages and direct
 
 5 them to the child support agency.  Employers often have questions
 
 6 about their requirements under this law as well as the law of
 
 7 unemployment compensation.  However, due to the high volume of
 
 8 calls directed at the child support enforcement agency and the
 
 9 offices in the department of labor and industrial relations that
 
10 handle employment security (unemployment compensation) claims,
 
11 employers often have difficulty getting the information they
 
12 need.
 
13      The purpose of this Act is to require these two offices to
 
14 have employer-only hotlines to enable employers to have their
 
15 questions answered expeditiously in order to comply with the law.
 
16      SECTION 2.  The attorney general is directed to establish a
 
17 toll-free employer hotline for the child support enforcement
 
18 agency, to be staffed during normal hours of operation, for the
 
19 sole use of employers who need assistance in complying with child

 1 support laws and court orders.
 
 2      SECTION 3.  The director of labor and industrial relations
 
 3 is directed to establish a toll-free employer hotline for the
 
 4 department's employment security programs, to be staffed during
 
 5 normal hours of operation, for the sole use of employers who need
 
 6 assistance in complying with chapter 383, Hawaii Revised
 
 7 Statutes.
 
 8      SECTION 4.  This Act shall take effect upon its approval;
 
 9 provided that the attorney general and the department of labor
 
10 and industrial relations shall have ninety days from the
 
11 effective date of this Act to install the hotlines and notify
 
12 employers of the numbers.
