                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE CONTROL OF ANTHURIUM NEMATODES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the burrowing
 
 2 nematode "Radophollus similis" can reduce anthurium plant yields
 
 3 by as much as fifty per cent.  The nematode is a quarantined pest
 
 4 that affects the export of anthurium plants.  The anthurium
 
 5 industry has relied upon Nemacur as the primary means of reducing
 
 6 the nematode population.  However, with Nemacur's relabeling to a
 
 7 10G formulation, the loss of Vydate registration, and the Food
 
 8 Quality Protection Act of 1996, the continued availability of
 
 9 Nemacur is questionable.  The purpose of this Act is to
 
10 appropriate funds to evaluate and develop alternative means of
 
11 controlling anthurium nematodes including hot water treatments
 
12 and biological-based pesticides.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $47,188, or so much
 
15 thereof as may be necessary for fiscal year 1999-2000, and
 
16 $45,273, or so much thereof as may be necessary for fiscal year
 
17 2000-2001, to develop alternative means of controlling anthurium
 
18 nematodes including hot water treatments and biological-based
 
19 pesticides.

 1      SECTION 3. The sums appropriated shall be expended by the
 
 2 department of agriculture for the purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 1999.
