                     A BILL FOR AN ACT

RELATING TO PAPER REDUCTION WITHIN THE DEPARTMENT OF LABOR AND
   INDUSTRIAL RELATIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:


 1      SECTION 1.  The legislature finds that the many divisions
 
 2 within the department of labor and industrial relations require
 
 3 companies to fill out and file many forms which contain the same
 
 4 information on a quarterly, annual and periodic basis depending
 
 5 upon which division requires such information.  DLIR also
 
 6 develops, prepares and disseminates information on employment,
 
 7 unemployment, general labor and market conditions, and regulation
 
 8 of employment for children under 18 years of age.
 
 9      The burden to employers having to sort through the various
 
10 forms and provide requested information are tremendous.  The task
 
11 of filling out information repeatedly is a time-consuming and a
 
12 tremendous financial burden upon small business, particularly
 
13 because the department's forms must be completed manually.
 
14 Because of the strict regulatory system currently in effect, many
 
15 companies face closure.  
 
16      Fortunately, DLIR's structure, with its many divisions under
 
17 one department, provides an opportunity to resolve this problem
 
18 of repetitive information through the implementation of a
 
19 software program that shares information between the various

 1 divisions and allows companies to file the forms with the
 
 2 department electronically.
 
 3      The sharing of information will enable companies to provide
 
 4 timely information and reduce the need to provide costly and
 
 5 repetitive information.  Such a program will also make the DLIR
 
 6 more efficient, less costly, and more responsive to the needs of
 
 7 business.  It will also make the tracking of employment wages,
 
 8 business and employee relations and statistics easier. In summary
 
 9 such a program will create a friendlier environment between DLIR
 
10 and small business and help make Hawaii a better place to do
 
11 business.
 
12      The purpose of this Act is to require the DLIR to implement
 
13 or upgrade its computer technology by implementing a software
 
14 system that will allows the various divisions within DLIR to
 
15 share information and allow companies to files forms
 
16 electronically.
 
17      SECTION 2.  The department of labor and industrial relations
 
18 shall implement a computer software system that will reduce
 
19 paperwork requirements for business by integrating all of the
 
20 divisions within its jurisdiction to enable the sharing of
 
21 information and statistics and to enable business to file all
 
22 requested information electronically.  This system shall be
 
23 implemented and operational not later than December 31, 1999.

 1      SECTION 3.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $     , or so much
 
 3 thereof as may be necessary for fiscal year 1999-2000, for the
 
 4 acquisition and implementation of a computer software system that
 
 5 will integrate all divisions within the DLIR to enable the
 
 6 sharing of all information and statistics, and to enable
 
 7 businesses to file all requested information with the DLIR
 
 8 electronically.
 
 9      SECTION 4.  The sum appropriated shall be expended by the
 
10 department of labor and industrial relations for the purposes of
 
11 this Act.
 
12      SECTION 5.  This Act shall take effect upon its approval.
