HB 367      RELATING TO WATER CONSERVATION.                    WLU,FIN
         Establishes a credit against income tax liability for
         taxpayers who install water conservation equipment that
         results in a 10% reduction in water use.
Originally heard on Tuesday 2 February 1999
HB 204      RELATING TO PUBLIC LAND.                       WLU,JHA,FIN
         Declares that the government is not liable for accidents
         and injuries occurring on unimproved public property;
         requires the state or county operating a public beach park
         develop and implement a plan for warning of dangerous
         natural conditions; repeals Act 190, SLH 1996.
HB 706      RELATING TO HOMESTEAD LEASES.                  WLU,JHA,FIN
         Changes homestead lease amounts to $1.  Eliminates cash
         freehold agreements.

HB 179      RELATING TO AGRICULTURAL LANDS.                WLU/AGR,FIN
         Create a temporary State of Hawaii land evaluation and
         site assessment (LESA) commission comprised of thirteen

 
         members to update and reevaluate the 1986 LESA report and
         other related issues.
HB 126      RELATING TO LAND USE.                          WLU/AGR,FIN
         Establishes a land evaluation and site assessment system.
         Requires the land use commission, the department of
         agriculture, and the counties, to establish district
         boundaries for the conservation of important agricultural
         lands, and other lands districts.  Abolishes the urban,
         rural, and agricultural districts.  Requires the DLNR, the
         DOA, and the counties to delineate permitted uses and
         infrastructure standards in the conservation, important
         agricultural, and other lands districts.

HB 178      RELATING TO LAND USE.                          WLU/EEP,FIN
         Creates an 11-member land use planning task force.
HB 800      RELATING TO THE FOREST STEWARDSHIP PROGRAM.    WLU/EEP,FIN
         Amends definition of "potential natural area reserve" in
         the forest stewardship program of DLNR.
HB 577      RELATING TO THE ENVIRONMENTAL IMPACT STATEMENTS LAW.
                                                    WLU/EEP,JHA,FIN
         Amends the environmental impact statement law to require
         the environmental council to adopt rules establishing
         methodology and content protocol for projects that may
         significantly affect cultural resources, biological
         resources, sea walls, and well-water drilling and
         development.

HB 1410     RELATING TO HUNTER EDUCATION.                      WLU,JHA
         Amends exemptions to hunter education requirements.
HB 1409     RELATING TO THE LAND USE COMMISSION.               WLU,FIN
         Allows land use commission to charge fees for court
         reporters and other types of fees to be determined by the
         commission. 
HB 1593     RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.    WLU,FIN
         Designates the respective manager and chief engineer of
         the county boards of water supply as the chief procurement
         officers for the county departments of water supply.
HB 755      RELATING TO PUBLIC LANDS.                          WLU,FIN
         Specifies that lessees of public lands own the
         improvements upon lease termination.
