SB 1496    RELATING TO SPECIAL PURPOSE REVENUE BONDS      EEP,FIN
        FOR MEDICAL WASTE FACILITY PROJECT DEVELOPMENT
        Authorizes issuance of special purpose revenue bonds
        to HEED, Inc., for plasma waste conversion for
        disposal of medical waste.  (SD1)

SB 953     RELATING TO NATURAL AND CULTURAL RESOURCES     EEP,FIN
        Provides for the Hawaii environmental authority to
        oversee the State's environmental protection
        policies. (SD2)

        TREATMENT FACILITIES
        Excludes from definition of public utility any
        facility that reclaims wastewater provided that the
        sole function of the facility is processing and
        distribution of secondary treated wastewater, the
        facility is not processing food wastes, and is not
        selling water to the residential customers. (SD1)

        Allows the department of land and natural resources to
        produce a state endangered species ornamental stamp.
