Honorable Norman Mizuguchi
President of the Senate

Sir:

Your Committee on Ways and Means, to which was referred

"SENATE CONCURRENT RESOLUTION ENCOURAGING ALL SCHOOLS IN
HAWAII TO INCLUDE MUSIC AS A REGULAR AND INTEGRAL PART OF
     THEIR CORE CURRICULUM,"

begs leave to report as follows:

The purpose of this measure is to encourage public and

In addition, this measure requests the Department of

convening of the Regular Session of 2000, and every
          three years thereafter.

Your Committee finds that a people's ability to appreciate
music and the other fine arts is a reflection of that society's
capacity to peaceably tolerate, accept, and embrace humankind's
ethnic, religious, and political differences.

As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 28,
S.D. 1, and recommends its adoption.

                                 Respectfully submitted on behalf
of the members of the Committee
                                 on Ways and Means,
