Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Ways and Means, to which was referred
S.C.R. No. 147, S.D. 1, entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING A COMPARATIVE
ANALYSIS OF HAWAII'S HEALTH CARE AND DENTAL CARE PLANS, AND
AN ASSESSMENT OF THE INEQUITIES OR UNEVENNESS OF THE TAX
LAWS AND ANY OTHER LAWS IN RELATION TO MUTUAL BENEFIT
     SOCIETIES AND ALL OF INSURANCE,"

begs leave to report as follows:

The purpose of this measure is to request the Insurance
Commissioner to make a comprehensive analysis of all health and
dental plans.

Additionally, this measure requests the Auditor to assess
the inequities or unevenness of the tax laws and any other laws
in relation to mutual benefit societies and all of insurance.

Your Committee finds that maintaining the high standard of
excellence in health care in Hawaii is important to the well
being of our citizens. The quest for excellence is an on-going
process that requires regular review and evaluation to ensure
equal treatment and protection of consumer rights. Your
Committee finds that a comprehensive analysis of health and
dental plans and an assessment of tax and other laws in relation
to mutual benefit societies and all of insurance are essential
