Sir:

     Your Committee on Economic Development, to which was
referred S.B. No. 5 entitled: 

     "A BILL FOR AN ACT RELATING TO AGRICULTURAL LOANS,"

begs leave to report as follows:
     
     The purpose of this measure is to provide agricultural loans
to qualified farmers to export crops and livestock.

     Your Committee received testimony in support of this measure
from one individual.  The Department of Agriculture submitted
comments.

     Your Committee finds that certain crops and livestock have
great value in the international market and their export could
contribute greatly to the survival of local farming operations.

     Your Committee has amended this measure to add provisions to
allow working capital loans for farmers affected by State
eradication programs.  As amended, your Committee believes this
measure provides additional opportunities and assistance to
qualified farmers.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 5, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as S.B. No. 5, S.D. 1,
and be referred to the Committee on Ways and Means.
