Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 223, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO A CANINE CORPS IN THE
     DEPARTMENT OF PUBLIC SAFETY,"

begs leave to report as follows:

     The purpose of this bill is to require the Director of
Public Safety to establish a canine corps in the Department of
Public Safety.

     In addition, the bill appropriates funds for establishing
and maintaining the canine corps.

     The use of canine units by corrections authorities presents
a possible solution to the problem of the availability of illegal
drugs in state correctional facilities.  For example, dogs can be
used to screen supplies, vehicles, prisoners, and prison
personnel entering or exiting a prison.  Dogs can also be used to
locate trespassers on prison property.  Although canine units are
to be assigned to correctional facilities and duties as
determined by the Director of Public Safety, the animals in the
corps need not be used solely for corrections-related purposes.

     Your Committee has amended this bill by making technical
nonsubstantive amendments.
