Sir:

     Your Committee on Water, Land, and Hawaiian Affairs, to
which was referred S.B. No. 1198 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION TO PURCHASE
     PROPERTY TO ESTABLISH A COMMUNITY CENTER FOR THE RESIDENTS
     OF THE WAI'ANAE COAST,"

begs leave to report as follows:

     The purpose of this measure is to appropriate general
revenues to grant Ho'omau Ke Ola moneys to purchase property to
be used to establish a community center that will provide
training, employment, and other services to residents of the
Wai'anae coast.

     No testimony was received for this measure.  

     Your Committee finds that the residents of the Wai'anae
coast are in need of a community center to assist the residents
by providing training, employment, and other services and this
community center will provide those benefits.  

     As affirmed by the record of votes of the members of your
Committee on Water, Land, and Hawaiian Affairs that is attached
to this report, your Committee is in accord with the intent and
purpose of S.B. No. 1198 and recommends that it pass Second
Reading and be referred to the Committee on Ways and Means.
