Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 1080 entitled: 

     "A BILL FOR AN ACT RELATING TO PLANNING AND COMMUNITY
     DEVELOPMENT,"

begs leave to report as follows:

     The purpose of this bill is to promote the preservation of
Hawaii's shorelines.

     Specifically, this bill makes permanent the requirement that
all:

     (1)  Requests for developments within a special management
          area; and

     (2)  Shoreline setback variances for developments on any
          lands within a community development district;

be submitted to and reviewed by the Office of Planning.

     Your Committee believes that the requirement is necessary to
preserve and enhance Hawaii's shorelines, and will promote
consistent application of the law by having all reviews conducted
by the same agency.
