Sir:

     Your Committee on Human Services and Housing, to which was
referred S.B. No. 1048, S.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO FOSTER BOARDING HOMES,"

begs leave to report as follows:

     The purpose of this bill is to:

     (1)  Allow foster boarding homes to accommodate six or more
          minor siblings to accommodate sibling groups; and

     (2)  Require criminal history record checks of a foster
          boarding home operator for the first two years of
          certification and annual or biennial inquiries
          thereafter, depending on the certification status of
          the home.

     The Department of Human Services testified in support of
this measure.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1048, S.D. 2, and recommends that it pass Second
Reading and be referred to the Committee on Consumer Protection
