Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 1016, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO ADMINISTRATIVE RULES,"

begs leave to report as follows:

     The purpose of this bill is to limit to 10 cents per page
the amount that any agency can charge for copies of
administrative rules.  Additionally, the bill requires the
posting of the full text of proposed rules on the lieutenant
governor's website effective January 1, 2000.

     Testimony in support of this bill was received from the
Office of Information Practices, the Legislative Reference
Bureau, the Department of Accounting and General Services, the
League of Women Voters of Hawaii, and Common Cause Hawaii.

     Your Committee finds that public access to existing and
proposed administrative rules is vital to encourage public
participation in the government process and facilitate the
shaping of effective rules.  Establishing a reasonable maximum
copying fee and requiring the posting of the rules in question on
the internet will help to ensure public access.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and

purpose of S.B. No. 1016, S.D. 1, and recommends that it pass
Second Reading and be referred to the Committee on Finance.
