Sir:

     Your Committee on Public Safety and Military Affairs, to
which was referred H.R. No. 49 entitled:

     "HOUSE RESOLUTION REQUESTING THE UNITED STATES DEPARTMENT OF
     DEFENSE TO HOMEPORT AN AIRCRAFT CARRIER ALONG WITH ITS
     SUPPORT GROUP AT PEARL HARBOR, HAWAII,"

begs leave to report as follows:

     The purpose of this measure is to request that an aircraft
carrier group be assigned to Pearl Harbor, Hawaii.  An aircraft
carrier group would be an economic benefit to the State,
particularly the Pearl Harbor Naval Shipyard.  Pearl Harbor would
also be a tactically favorable location for the Navy to deploy
these ships.

     Your Committee received testimony in support of the
resolution from the Department of Business, Economic Development,
and Tourism, and the Chamber of Commerce of Hawaii.  The
Department of Transportation, and the Barbers Point Naval Air
Station Redevelopment Commission testified in support of the
intent of the resolution.  The American Friends Service Committee
Hawaii Area Program, Carol Aiken, and Nancy Aleck testified in
opposition to the resolution.

     As affirmed by the record of votes of the members of your
Committee on Public Safety and Military Affairs that is attached
to this report, your Committee concurs with the intent and
purpose of H.R. No. 49, and recommends that it be referred to the
Committee on Finance.
