Sir:

     Your Committee on Education and Technology, to which was
referred H.C.R. No. 94 entitled: 

     "HOUSE CONCURRENT RESOLUTION ENCOURAGING ALL SCHOOLS IN
     HAWAII TO INCLUDE MUSIC AS A REGULAR AND INTEGRAL PART OF
     THEIR CORE CURRICULUM,"

begs leave to report as follows:

     The purpose of this measure is to encourage all schools in
Hawaii to include music as a regular and integral part of their
core curriculum.

     Your Committee finds that the study of music not only
provides direct educational benefits, but also allows for the
preservation and perpetuation of culture and the quality of life
in our society.

     Your Committee has amended this measure by deleting its
contents in their entirety and replacing them with the contents
of S.C.R No. 28, S.D. 1, its Senate companion measure, which was
adopted by the Senate.  As amended, this measure is similar to
the House Concurrent Resolution as received by your Committee
but:

     (1)  Adds the requirement that the Department of Education
          and the Task Force on Music Education in Hawaii work
          together to ensure that music education is adequately
          incorporated into the Hawaii Content and Performance
          Standards, and the curricula of all schools, using the

          document "Music Education in Hawaii" and other
          educational resources as references; and

     (2)  Requires the Department to report on the compliance and
          progress of this measure to the Legislature, instead of
          the House Education Committee.

     As affirmed by the record of votes of the members of your
Committee on Education and Technology that is attached to this
report, your Committee concurs with the intent and purpose of
H.C.R. No. 94, as amended herein, and recommends its adoption in
the form attached hereto as H.C.R. No. 94, S.D. 1.
