Sir:

     Your Committee on Economic Development and Business
Concerns, to which was referred H.C.R. No. 27 entitled: 

     "HOUSE CONCURRENT RESOLUTION ENCOURAGING GREATER
     AVAILABILITY OF CABLE ACCESS AND ADVANCED TELECOMMUNICATIONS
     INFRASTRUCTURE IN REMOTE RURAL AREAS,"

begs leave to report as follows:

     The purpose of this measure is to encourage the government
and the telecommunications industry to continue their efforts to
find cost-effective service solutions to provide cable access and
advanced telecommunications infrastructure in remote rural areas
of the State.

     Testimony in support of this measure was submitted by GTE
Hawaiian Tel.  Comments were submitted by Oceanic Cablevision,
Hawaiian Cablevision, Hawaiian Cablevision of Hilo, and Sun
Cablevision of Hawaii (divisions of Time Warner Entertainment
Company, L.P.).

     Your Committee has amended this measure by including that
the cable television industry is also encouraged to continue
efforts to find cost-effective service solutions for providing
cable access infrastructure in remote rural areas of the State.  

     As affirmed by the record of votes of the members of your
Committee on Economic Development and Business Concerns that is
attached to this report, your Committee concurs with the intent
and purpose of H.C.R. No. 27, as amended herein, and recommends

that it be referred to the Committee on Consumer Protection and
Commerce, in the form attached hereto as H.C.R. No. 27, H.D. 1.
