Sir:

     Your Committees on Higher Education and Consumer Protection
and Commerce, to which was referred H.C.R. No. 10, H.D. 1,
entitled: 

     "HOUSE CONCURRENT RESOLUTION URGING MORE PUBLIC EDUCATION
     ABOUT CHOICES AVAILABLE TO THOSE WHO ARE SEVERELY ILL, AND
     URGING THE INCLUSION OF CARE OF THE DYING IN THE EDUCATION
     OF HEALTHCARE PROFESSIONALS,"

beg leave to report as follows:

     The purpose of this concurrent resolution is to increase
awareness of the choices available to the severely ill and urge
increased professional education about death and dying.

     The Hawaii Nurses' Association, the Commission on Persons
with Disabilities, and the Hawaii Catholic Conference testified
in support of the measure.  The Executive Office on Aging and the
Hawaii Medical Association testified in support of the intent of
the measure.  The American Cancer Society and the University of
Hawaii at Manoa School of Nursing commented on the measure.

     Your Committees have amended this concurrent resolution by:

     (1)  Deleting the statement that the American Cancer Society
          and the American Heart Association are among health
          agencies that ignore death as a frequent consequence of
          illness;

     (2)  Providing that "some" health agencies that allege that
          such agencies ignore death as a frequent consequent of
          illness;

     (3)  Providing that "some" healthcare providers have made
          only minimal efforts in their institutional marketing
          campaigns to educate the public about death;

     (4)  "Urging," rather than requiring, the media to engage in
          extensive public service campaigns to improve public
          awareness of the need for planning for a dignified
          death;

     (5)  "Urging," rather than requiring, healthcare
          professionals to:

          (a)  Include educational programs on the care of the
               dying; and

          (b)  Use a portion of their marketing budgets to
               publicize the use of hospices and increase
               awareness of the inevitability of death.

     As affirmed by the records of votes of the members of your
Committees on Higher Education and Consumer Protection and
Commerce that are attached to this report, your Committees concur
with the intent and purpose of H.C.R. No. 10, H.D. 1, as amended
herein, and recommend its adoption in the form attached hereto as
H.C.R. No. 10, H.D. 2.
