Sir:

     Your Committee on Transportation, to which was referred H.B.
No. 602 entitled: 

     "A BILL FOR AN ACT RELATING TO REGISTRATION OF A TRAILER,"

begs leave to report as follows:

     The purpose of this bill, as received by your Committee, is
to help assure that the transfers of trailers are recorded on a
timely basis.

     Your Committee finds that owners are required to record the
transfers of trailers with the director of finance within twenty
days, and that delinquent transferees are subject to nominal fees
of five dollars.  Your Committee further finds that failures to
record transfers of trailers within the allotted time are
numerous.

     This bill proposes that owners be required to record the
transfers of trailers within thirty days, and that delinquent
transferees be subject to assessments of fees of fifty dollars.

     Testimony in support of this bill was received from the City

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
