Sir:

     Your Committee on Education and Technology, to which was
referred H.B. No. 250, H.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO THE MANAGEMENT OF FINANCING
     AGREEMENTS FOR THE UNIVERSITY OF HAWAII,"

begs leave to report as follows:

     The purpose of this measure is to exempt the University of
Hawaii from obtaining the approval of the Director of Finance and
the Attorney General when entering into financing agreements
where the principal amount does not exceed $3,000,000.

     Your Committee received testimony in support of this measure
from the University of Hawaii, and the University of Hawaii
Professional Assembly.

     Your Committee finds that the University utilized financing
agreements for the purchase of equipment for many years prior to
the enactment of Chapter 37D, Hawaii Revised Statutes, without
incident.  Such agreements were conditioned with the availability
of appropriations, which protected the interests of the
University and the State.  This measure will allow the University
to secure equipment, goods, and services in a timely manner.

     As affirmed by the record of votes of the members of your
Committee on Education and Technology that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 250, H.D. 2, and recommends that it pass Second
Reading and be referred to the Committee on Ways and Means.
