Sir:

     Your Committee on Economic Development and Business
Concerns, to which was referred H.B. No. 1364 entitled: 

     "A BILL FOR AN ACT RELATING TO TECHNICAL ASSISTANCE TO
     MICROENTERPRISES PROVIDED UNDER GRANTS TO NONPROFIT BUSINESS
     DEVELOPMENT ORGANIZATIONS,"

begs leave to report as follows:

     The purpose of this bill is to spur job creation in Hawaii
by:
     (1)  Creating technical assistance grants to nonprofit
          business development organizations to enable them to
          provide technical assistance and loans to
          microenterprises through applications to the Department
          of Business, Economic Development, and Tourism; and

     (2)  Appropriating funds for these grants.

     The Department of Business, Economic Development, and
Tourism and Maui Economic Opportunity, Inc. provided testimony in
support of this bill.

     Your Committee has amended this bill by 

     (1)  Substituting the sums appropriated with the sum of $1
          to facilitate further discussion in the legislative
          process; and

     (2)  Making technical, non-substantive amendments for the
          purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Economic Development and Business Concerns that is
attached to this report, your Committee is in accord with the
intent and purpose of H.B. No. 1364, as amended herein, and
recommends that it pass Second Reading in the form attached
hereto as H.B. No. 1364, H.D. 1, and be referred to the Committee
on Finance.
