Sir:

     Your Committee on Finance, to which was referred H.B. No.
1181 entitled: 

     "A BILL FOR AN ACT RELATING TO AQUATIC RESOURCES,"

begs leave to report as follows:

     The purpose of this bill is to enforce laws to protect
Hawaii's natural resources by allowing the Department of Land and
Natural Resources (DLNR) to clarify and consolidate the penalty
provisions related to aquatic resources under subtitle 5 of title
12 of the Hawaii Revised Statutes.

     DLNR, the Hawaii Fishermen's Foundation, and the Hawaii
Audubon Society testified in support of this measure.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1181, as amended herein, and recommends that it pass Third
