Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1114 entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAIIAN HOMES COMMISSION
     ACT, 1920, AS AMENDED,"

begs leave to report as follows:

     The purpose of this bill is to authorize the transfer of a
homestead lessee's leasehold interest to a spouse, child, or
grandchild who is at least one-quarter Hawaiian.

     Testimony in support of this bill was received from the
Department of Hawaiian Home Lands and the Waimea Hawaiian
Homesteaders' Association.

     Your Committee finds that allowing for the transfer of the
homestead lease will help to ensure that the lease remains in the
family of the original lessee.

     Your Committee has amended this bill by inserting a
severability clause in regards to the requirement for
congressional approval.  In addition, technical and non-
substantive changes have been made for the purpose of style and
clarity.
  
     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1114, as amended herein, and recommends that

it pass Second Reading in the form attached hereto as H.B. No.
1114, H.D. 1, and be placed on the calendar for Third Reading.
