                    SENATE  RESOLUTION

  REQUESTING THE DIRECTOR OF TRANSPORTATION TO CONDUCT A STUDY ON
    MAXIMIZING UTILIZATION OF THE ZIPPER AND HIGH OCCUPANCY
    VEHICLE LANES.  


 1          WHEREAS, Hawaii's transportation systems are not only a
 2   means for residents and visitors to travel within the State,
 3   but are also a fundamental component of Hawaii's economic
 4   development; and
 5   
 6          WHEREAS, the objective of the Department of
 7   Transportation is to facilitate the rapid, safe, and economical
 8   movement of people and goods into, within, and out of the State
 9   by providing and operating transportation facilities and
10   supporting services; and
11   
12          WHEREAS, utilization of the zipper and high occupancy
13   vehicle lanes are effective and economical approaches to
14   facilitating highway traffic flow by encouraging use of the bus
15   systems and carpooling; and
16   
17          WHEREAS, the legislature finds that efficient
18   transportation systems increase productivity and commercial
19   activity, and contribute to the overall well-being of this
20   State; now, therefore,
21   
22          BE IT RESOLVED by the Senate of the Twentieth
23   Legislature of the State of Hawaii, Regular Session of 1999,
24   that the Director of Transportation is requested to conduct a
25   study and make recommendations regarding maximizing utilization
26   of the zipper and high occupancy vehicle lanes to enhance
27   public safety, facilitate traffic flow, and improve overall
28   traffic conditions; and
29   
30          BE IT FURTHER RESOLVED that the Director of
31   Transportation is requested to submit a report of findings and
32   recommendations to the Legislature no later than twenty days
33   before the convening of the Regular Session of 2000; and
34   
35          BE IT FURTHER RESOLVED that a certified copy of this
