                    SENATE  RESOLUTION

  REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONDUCT A STUDY
    AND MAKE RECOMMENDATIONS ON IMPROVING TRANSPORTATION AND
    THE TRAFFIC FLOW FROM THE FORT SHAFTER AND AIRPORT AREAS
    TO DOWNTOWN. 


 1        WHEREAS, increased urban development and a growing state
 2   population tests the capacity of the State's transportation
 3   systems; and
 4   
 5        WHEREAS, traffic congestion is a growing concern,
 6   especially during "rush-hour" at the areas of convergence
 7   located in the Fort Shafter and Airport viaduct areas; and
 8   
 9        WHEREAS, from the Fort Shafter and Airport areas to
10   downtown severe traffic congestion occurs; and
11   
12        WHEREAS, it is in the State's interest to study, explore,
13   and execute methods to minimize, or even eliminate, traffic
14   congestion; now, therefore,
15   
16        BE IT RESOLVED by the Senate of the Twentieth Legislature
17   of the State of Hawaii, Regular Session of 1999, that the
18   Department of Transportation is requested to conduct a study
19   and make recommendations regarding the traffic flow from the
20   Fort Shafter and Airport areas to downtown; and
21   
22        BE IT FURTHER RESOLVED that the study and recommendations:
23   
24        (1)  Use existing studies as a base and further examine
25             alternatives to facilitate traffic flow from the Fort
26             Shafter and Airport areas to downtown;
27   
28        (2)  Examine alternative solutions or approaches,
29             including but not limited to one-way streets,
30             contra-flow lanes, trolley systems, and park and
31             rides, to facilitate transportation and traffic flow;
32   
33        (3)  Explore the use of converting four lane thoroughfares
34             to three lane thoroughfares as has been successfully

 1             done at the federal level to provide for bike lanes,
 2             wider sidewalks, beautification of the area, and
 3             better traffic flow; and
 4   
 5        (4)  In addition to facilitating transportation and
 6             traffic flow, consider enhancement of the quality of
 7             life for the community, street parking for local
 8             businesses, and beautification of the neighborhoods;
 9   
10   and
11   
12        BE IT FURTHER RESOLVED that the Director of Transportation
13   is requested to submit a report of findings and recommendations
14   to the Legislature no later than twenty days before the
15   convening of the Regular Session of 2000; and
16   
17        BE IT FURTHER RESOLVED that a certified copy of this
18   Resolution be transmitted to the Director of Transportation.
