                     SENATE RESOLUTION

  REVIEWING THE INEFFICIENCY OF GOVERNMENT OPERATIONS CAUSED BY
    DELAYED SERVICES TO STATE AGENCIES, DEPARTMENTS, AND
    CITIZENS.


 1        WHEREAS, in these times of fiscal austerity, state
 2   government must strive to "do more with less", so it is
 3   critical that those state agencies that provide services to
 4   other state agencies do so in an efficient and expeditious
 5   manner; and
 6   
 7        WHEREAS, in public as well as private organizations, a
 8   basic tenet that holds true in both is that the organization as
 9   a whole is only as efficient as its support functions allow it
10   to be; and
11   
12        WHEREAS, when state agencies who rely on certain goods and
13   services to conduct their business or to provide direct
14   services cannot obtain them in a timely manner, such state
15   agencies are unnecessarily inhibited from implementing
16   statutorily mandated services to the public; and
17   
18        WHEREAS, the Legislature has come to the realization that
19   the support functions provided by state agencies are to a
20   certain extent, precluding other state departments and agencies
21   from attaining their full operational potential; and
22   
23        WHEREAS, state agencies and citizens alike have repeatedly
24   complained to the Legislature about the following government
25   inefficiencies:
26   
27        (1)  Inadequate response time by the Attorney General in
28             reviewing procurement requests by the Department of
29             Accounting and General Services;
30   
31        (2)  Inadequate management of the programs and departments
32             at the University of Hawaii at Manoa caused by an
33             inefficient administration;
34   
35        (3)  Inadequate response time by the Hawaii Real Estate
36             Commission in responding to inquiries on the
37             ambiguities and deficiencies in the condominium
38             property regime law; and 
39   
40        (4)  Inadequate response time by the Regulated Industries

 1             Complaints Office in responding to consumer concerns
 2             and complaints;
 3   
 4   and
 5   
 6        WHEREAS, in order for the state agencies who provide
 7   direct services to keep up with the demands of their
 8   constituencies, and maintain effective and efficient
 9   operations, the State must ensure that support agencies are
10   appropriately responding to their needs in a timely and
11   efficient manner; and
12   
13        WHEREAS, the Senate Committee on Government Operations and
14   Housing has expertise in identifying and analyzing matters of
15   government operations, efficiency, and productivity; now,
16   therefore,
17   
18        BE IT RESOLVED by the Senate of the Twentieth Legislature
19   of the State of Hawaii, Regular Session of 1999, that the
20   Senate Committee on Government Operations and Housing review
21   and solicit information and responses from the public and
22   government employees on the following:
23   
24        (1)  State government structure and process;
25   
26        (2)  State government productivity and efficiency;
27   
28        (3)  State goals and action plans, including county goals
29             and action plans; 
30   
31        (4)  Developing a handbook setting forth how to apply for
32             a State contract; and
33   
34        (5)  Examining the use of State Grants in Aid as they
35             relate to the counties, including policies
36             established for setting real property taxes and
37             building housing;
38   
39   and
40   
41        BE IT FURTHER RESOLVED that the Senate Committee on
42   Government Operations and Housing develop proposed legislation
43   to improve government services that are inefficient and
44   unproductive twenty days before the convening of the Regular
45   Session of 2000; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Senate President and the
 3   Chairperson of the Senate Committee on Government Operations
 4   and Housing.
