                    SENATE  RESOLUTION

  SUPPORTING THE FULL IMPLEMENTATION OF THE SCHOOL-TO-WORK
    OPPORTUNITIES PROGRAM THROUGH THE DESIGNATION OF STATE
    WORKSITES AS SCHOOL-TO-WORK SPONSORING AGENCIES. 


 1        WHEREAS, the Legislature finds that as we approach a new
 2   millennium, the world continues to become a more competitive
 3   marketplace requiring a skilled and knowledgeable workforce;
 4   and
 5   
 6        WHEREAS, the need to provide educational services to teach
 7   these skills at both the secondary and post-secondary education
 8   levels becomes increasingly evident; and
 9   
10        WHEREAS, if Hawaii is to compete in the global economy, we
11   must redirect traditional learning schematics and create
12   innovative educational models that will help not only the
13   student but promote partnerships among educational
14   organizations and with business as well; and
15   
16        WHEREAS, these cooperative partnerships will provide the
17   kind of educational redirection needed to address our future
18   educational concerns; and
19   
20        WHEREAS, the Legislature also finds that the University of
21   Hawaii community colleges, the Department of Education, and the
22   Department of Human Services will play a pivotal role in the
23   development of new educational models, drawing on successful
24   programs such as the Secretary's Commission on Achieving
25   Necessary Skills and School-to-Work-Opportunities; and
26   
27        WHEREAS, the Department of Human Services has established
28   a program called "Work+", that provides public assistance
29   recipients with job and training opportunities; and
30   
31        WHEREAS, Work+ benefits both the public assistance
32   recipient and the employer by providing the recipient with "on
33   the job" training with no wage expense for the employer; and
34   
35        WHEREAS, Governor Cayetano has enthusiastically supported

 1   the Work+ program by directing all state agencies to utilize
 2   Work+ program participants as job training sites; and
 3   
 4        WHEREAS, if similar support is provided to School-To-Work
 5   Opportunities participants, the program would be able to
 6   provide a larger spectrum of career choices and experiences to
 7   interested students; now, therefore,
 8   
 9        BE IT RESOLVED by the Senate of the Twentieth Legislature
10   of the State of Hawaii, Regular Session of 1999, that the
11   Governor fully support and implement the School-to-Work
12   Opportunities program by designating state worksites as School-
13   to-Work sponsoring agencies; and
14   
15        BE IT FURTHER RESOLVED that certified copies of this
16   Resolution be transmitted to the Governor, the Superintendent
17   of Education, the Chairperson of the Board of Education, the
18   Director of Human Services, the President of the University of
19   Hawaii, and the Chairperson of the School-to-Work Opportunities
20   Executive Council.
