                    SENATE  RESOLUTION
  REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONDUCT A
    FEASIBILITY STUDY TO PLAN, DESIGN, ACQUIRE LAND, AND
    CONSTRUCT ONE OR MORE ADDITIONAL BRIDGES INTO WAHIAWA TO
    PROVIDE A SECOND ENTRANCE INTO AND EXIT OUT OF THAT
    COMMUNITY.



 1        WHEREAS, the community of Wahiawa in the north central
 2   region of Oahu is completely surrounded by water; and
 3   
 4        WHEREAS, the north and south forks of the Kaukonahua
 5   Stream surround Wahiawa and feed into Lake Wilson, essentially
 6   turning Wahiawa into an island on an island, while two bridges
 7   connect Wahiawa to nearby towns; and
 8   
 9        WHEREAS, the current bridge on Kamehameha Highway must be
10   periodically shut down when the water level is high; and
11   
12        WHEREAS, because of the lack of an alternate route, the
13   closure of the bridge due to flooding causes a significant
14   amount of traffic congestion and inconvenience to area
15   residents; and
16   
17        WHEREAS, without an alternate traffic corridor into
18   Wahiawa at the northern portion of the community, traffic
19   bottlenecks at the bridge over Kamehameha Highway will continue
20   to plague commuters and other Wahiawa residents whenever the
21   water level rises; and
22   
23        WHEREAS, in the event of major flooding, accidents, or
24   hazardous conditions on one of the bridges leading into
25   Wahiawa, only one other bridge will be accessible for ingress
26   and egress; and
27   
28        WHEREAS, the closure of both bridges due to emergency
29   conditions would be even more serious, leaving Wahiawa
30   residents isolated and inaccessible to emergency vehicles; and
31   
32        WHEREAS, the building of one or more additional bridges
33   into Wahiawa would significantly alleviate the problems
34   associated with flooding at the bridge at the northern end of
35   that community and would provide greater accessibility in the
36   event of the closure of one or both of the existing bridges,
37   especially in times of emergency; now, therefore,

 1        BE IT RESOLVED by the Senate of the Twentieth Legislature
 2   of the State of Hawaii, Regular Session of 1999, that the
 3   Department of Transportation is requested to conduct a
 4   feasibility study to plan, design, acquire land, and construct
 5   one or more additional bridges into Wahiawa to provide a second
 6   entrance into and exit out of that community; and
 7   
 8        BE IT FURTHER RESOLVED that the Department of
 9   Transportation is requested to submit a report to the
10   Legislature containing findings and recommendations, including
11   the cost and any other factors involved in building the new
12   bridge or bridges, no later than twenty days prior to the
13   convening of the Regular Session of 2000; and
14   
15        BE IT FURTHER RESOLVED that a certified copy of this
16   Resolution be transmitted to the Director of Transportation.
