                    SENATE  RESOLUTION

  SUPPORTING CONTINUING EFFORTS TO DEVELOP HILO'S BAYFRONT.



 1        WHEREAS, the Bayfront Highway, located in the town of
 2   Hilo, Hawaii County, represents a significant potential
 3   cultural and natural resource; and
 4   
 5        WHEREAS, appropriate shoreline setbacks, improved highway
 6   alignment and landscaping will provide an important cultural
 7   statement about the Hawaii County Seat and its history; and
 8   
 9        WHEREAS, a broader vision is needed for a cultural center
10   that is in keeping with community traditions and the cultural
11   heritage of Waiolama; and
12   
13        WHEREAS, existing and additional recreational and cultural
14   areas should be considered including a botanical garden display
15   area; and
16   
17        WHEREAS, more emphasis should be given to canoe paddling
18   and other ocean recreational activities such as small-boat
19   access, shoreside walks, or bicycling paths; now, therefore,
20   
21        BE IT RESOLVED that the Senate of the Twentieth
22   Legislature of the State of Hawaii, Regular Session of 1999,
23   urges the Department of Land and Natural Resources to initiate
24   collaborative efforts with Hawaii County and private landowners
25   to create a bayfront beach park and cultural center; and
26   
27        BE IT FURTHER RESOLVED that certified copies of this
28   Resolution be transmitted to the Chairperson of the Board of
29   Land and Natural Resources and the Mayor of the County of
30   Hawaii.
