                    SENATE  RESOLUTION

  REQUESTING THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES TO
    ESTABLISH AND OPERATE THE PACIFIC CENTER FOR ADVANCED
    TECHNOLOGY TRAINING AND EDUCATION.


 1        WHEREAS, Hawaii is one of the most geographically isolated
 2   communities on earth, and for many years our economic
 3   opportunities were limited by this isolation; and
 4   
 5        WHEREAS, recent advances in telecommunications,
 6   information technology, and the explosive growth of the
 7   Internet present significant new opportunities for the State to
 8   develop and diversify its economy; and
 9   
10        WHEREAS, businesses and workers alike demand new knowledge
11   and skills, and the timely delivery of education and training
12   to meet their needs; and
13   
14        WHEREAS, a substantial increase in the need for training
15   local residents is anticipated if Hawaii is to succeed in
16   attracting new investment by companies locating in our new high
17   technology parks across the State; and
18   
19        WHEREAS, new education and training programs and services
20   that meet national and international industry standards must be
21   designed and delivered; and
22   
23        WHEREAS, resources and expertise from a wide variety of
24   sources, including community colleges, universities, and
25   business, must be utilized to meet the education and training
26   needs of new and expanding high technology businesses; and
27   
28        WHEREAS, the University of Hawaii Community Colleges have
29   expertise and experience in the design and delivery of high
30   technology training programs that meet industry standards; and
31   
32        WHEREAS, the University of Hawaii Community Colleges have
33   demonstrated the ability to provide customized programs that
34   meet businesses' needs for timely training; now, therefore,
35   
36        BE IT RESOLVED by the Senate of the Twentieth Legislature
37   of the State of Hawaii, Regular Session of 1999, that the
38   University of Hawaii Community Colleges are requested to
39   establish and operate a Pacific Center for Advanced Technology
40   Training and Education; and

 2        BE IT FURTHER RESOLVED that the Pacific Center for
 3   Advanced Technology Training and Education shall serve as a
 4   resource for businesses looking to establish themselves in the
 5   State by helping to organize and consolidate efforts to build a
 6   strong and technologically competent workforce in Hawaii; and
 7   
 8        BE IT FURTHER RESOLVED that the University of Hawaii
 9   Community Colleges submit a report on the status of
10   implementation of the Pacific Center for Advanced Technology
11   Training and Education to the Legislature no later than twenty
12   days prior to the convening of the regular session of 2000; and
13   
14        BE IT FURTHER RESOLVED that certified copies of this
15   Resolution be transmitted to the President of the University of
16   Hawaii and the provosts of each community college within the
17   University of Hawaii system.
