                    SENATE  RESOLUTION

  URGING THE ESTABLISHMENT OF AN OFFICE OF WOMEN'S HEALTH IN THE
    DEPARTMENT OF HEALTH.



 1        WHEREAS, studies increasingly reveal that women's health
 2   issues are significantly different than men's, even for the
 3   same or similar diseases; and
 4   
 5        WHEREAS, for example, forty-two percent of women will die
 6   within one year of having a heart attack -- significantly
 7   greater than the twenty-four percent fatality rate for men; and
 8   
 9        WHEREAS, women's heart attacks are also preceded by widely
10   different symptoms than those for men, women do not respond in
11   the same manner to medication, and women tend to suffer their
12   first heart attack ten years older than men; and
13   
14        WHEREAS, as women participate in more competitive sports
15   and sports-related activities, doctors are finding that women
16   are more susceptible to serious knee injuries; and
17   
18        WHEREAS, women tend to metabolize a number of drugs
19   differently than men, including alcohol, and beneficial drugs
20   such as aspirin, beta-blockers, and antidepressants; and
21   
22        WHEREAS, women are more prone to depression than men, with
23   evidence showing that male and female brains may respond in
24   differing ways to hormones and brain chemicals; and
25   
26        WHEREAS, when women and men eat the same foods, women are
27   two to three times as likely to develop intestinal disorders;
28   and
29   
30        WHEREAS, numerous studies have documented that women
31   experience pain more acutely and more frequently than men,
32   indicating that men and women respond and control pain
33   differently; and
34   
35        WHEREAS, women experience bone loss in later life at a
36   much higher rate than men; and
37   
38        WHEREAS, in addition, women have a wide range of
39   reproductive health issues from pregnancy through menopause
40   that are receiving increasing scrutiny by the medical

 1   community; and
 2   
 3        WHEREAS, despite these difference in health issues and
 4   health care needs, the State has not addressed nor given
 5   women's health a priority; now, therefore
 6   
 7        BE IT RESOLVED by the Senate of the Twentieth Legislature
 8   of the State of Hawaii, Regular Session of 1999, that the
 9   Department of Health is urged to establish an Office of Women's
10   Health within the Department; and
11   
12        BE IT FURTHER RESOLVED that the Department of Health shall
13   report to the Legislature twenty days prior to the Regular
14   Session of 2000 on its progress in the establishment of an
15   Office of Women's Health; and
16   
17        BE IT FURTHER RESOLVED that a certified copy of this
18   Resolution be transmitted to the Director of Health.
