                    SENATE RESOLUTION
SUPPORTING APPROVAL OF THE FORD ISLAND DEVELOPMENT PROJECT BY
    THE U.S. CONGRESS.

WHEREAS, U.S. Navy officials at Pearl Harbor have
announced that the Ford Island Redevelopment Project package
has been released for review by the Office of the Secretary of
the U.S. Navy, and forwarded to the Department of Defense; and

WHEREAS, barring any unforeseen problems, the package is
expected to be received by Congressional staff offices ahead of
the March 15, 1999, date mandated by the Congress; and

WHEREAS, if approved by Congress as anticipated, the Navy
  should be able to begin work on the project in the year 2000;
  and

WHEREAS, the Ford Island Development Project is a $600
million construction plan, that calls for a complete makeover
of Ford Island to include family housing units, operational
facilities, bachelor quarters, a conference center, and a Navy
Square complex for a historical and cultural center and other
  visitor attractions; and

WHEREAS, the project is being processed as a joint
private/public funded venture covering a construction period of
  approximately twelve years; and

WHEREAS, such a massive and long term building project
will be a significant economic boost to Hawaii's faltering
construction industry and the overall economy of the State; and

WHEREAS, this unique funding procedure is being sought to
facilitate more timely action, that would not be possible using
  normal military construction procedures; and

WHEREAS, Senator Daniel Inouye was successful in obtaining
Congressional approval to proceed with processing the project
as a joint private/public funding venture, pending final review
and approval by Congress; now, therefore,

BE IT RESOLVED by the Senate of the Twentieth Legislature
of the State of Hawaii, Regular Session of 1999, that approval
of the Ford Island Redevelopment Project package by the U.S.
