                    SENATE  CONCURRENT
                        RESOLUTION
      URGING THE UNITED STATES DEPARTMENT OF STATE TO
  NEGOTIATE RECIPROCAL DRIVER'S LICENSE AGREEMENTS WITH FOREIGN
  COUNTRIES.

 1        WHEREAS, Germany, France, and certain other foreign
 2   jurisdictions are not included in current driver's license
 3   reciprocity agreements to which the United States is a party;
 4   and
 5   
 6        WHEREAS, Germany has requested driver's license
 7   reciprocity with the United States; and
 8   
 9        WHEREAS, the State Department of the United States has
10   declined to act on the matter and has left it to the individual
11   states to enter into driver's license reciprocity agreements
12   with foreign nations; and
13   
14        WHEREAS, reciprocity of driver's licensing with additional
15   foreign nations would be an incentive to foreign tourists
16   wishing to drive in Hawaii while visiting; and
17   
18        WHEREAS, reciprocity of driver's licensing would also be a
19   benefit to Hawaii residents who travel abroad; and
20   
21        WHEREAS, entering into agreements with foreign nations is
22   appropriately done by the State Department of the United States
23   and not by individual state governments; now, therefore,
24   
25        BE IT RESOLVED by the Senate of the Twentieth Legislature
26   of the State of Hawaii, Regular Session of 1999, the House of
27   Representatives concurring, that the United States Department
28   of State is respectfully urged to act on behalf of the State of
29   Hawaii and other states to negotiate and enter into agreements
30   with foreign nations regarding reciprocity of driver's
31   licensing; and

33        BE IT FURTHER RESOLVED that a certified copy of this
34   Concurrent Resolution be transmitted to the Secretary of State
35   of the United States.
