                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE STATE FOUNDATION ON CULTURE AND THE ARTS TO
    PROVIDE A PERMANENT EXHIBITION SPACE FOR THE STATE ART
    COLLECTION.
 

 1        WHEREAS, the Legislature finds there is a need in Hawaii
 2   for a major undertaking to create a permanent exhibition space
 3   for the state art collection to allow it to become
 4   internationally recognized and noted worldwide for its
 5   excellence; and
 6   
 7        WHEREAS, the permanent exhibition space would display the
 8   State Foundation on Culture and the Arts' collection of public
 9   art which features Hawaii's finest artists and would have
10   regular exhibits providing local, national, and international
11   exposure for Hawaii artists; and
12   
13        WHEREAS, a recent study by the University of Hawaii School
14   of Travel Industry Management has confirmed that Hawaii's
15   museums and cultural attractions make a significant impact on
16   the economy by generating $339,000,000 in economic output
17   annually, of which almost one-third comes from out-of-state
18   sources; and
19   
20        WHEREAS, the same study has shown that for every dollar of
21   state funding provided to museums, the museums generate $14.50
22   in other revenue of which $4.30 is new money from out-of-state;
23   and
24   
25        WHEREAS, the permanent exhibition space for the State
26   Foundation on Culture and the Arts collection will serve as a
27   major asset to tourism by attracting new audiences, extending
28   visitor stays, enhancing Honolulu's market appeal as an urban
29   travel destination with a rich cultural climate, and attract
30   more out-of-state revenues; and
31   
32        WHEREAS, a permanent exhibition space will provide a
33   greater public service to the local community by providing
34   access to arts education in Hawaii for children and other
35   residents as well as visitors; and

 1        WHEREAS, the Legislature finds that establishing a
 2   permanent exhibition space for the state art collection will
 3   benefit the public interest and that the State Foundation on
 4   Culture and the Arts should pursue that goal; now, therefore,
 5   
 6        BE IT RESOLVED by the Senate of the Twentieth Legislature
 7   of the State of Hawaii, Regular Session of 1999, the House of
 8   Representatives concurring, that the State Foundation on
 9   Culture and the Arts is requested to explore the options of
10   establishing a permanent exhibition space for the state art
11   collection; and
12   
13        BE IT FURTHER RESOLVED that the State Foundation on
14   Culture and the Arts is requested to report its findings and
15   recommendations to the Legislature not later than twenty days
16   before the convening of the Regular Session of 2000; and
17   
18        BE IT FURTHER RESOLVED that a certified copy of this
19   Concurrent Resolution be transmitted to the Executive Director
20   of the State Foundation on Culture and the Arts.
