                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO
    IMPLEMENT A THREE YEAR PILOT PROGRAM TO CONVERT THE ALA
    WAI SMALL BOAT HARBOR TO A LEASED, NOT-FOR-PROFIT
    COMMUNITY-BASED MANAGEMENT SCHEME.



 1        WHEREAS, the State's small boat harbors are important
 2   assets that are constructed, maintained, and operated for the
 3   purposes of recreational boating activities, landing of fish,
 4   commercial vessel activities, and interisland commerce; and 
 5   
 6        WHEREAS, state small boat harbors are centers of economic
 7   activity, and as such, must be managed and operated in a manner
 8   to facilitate recreation, commerce, and interisland
 9   transportation; and 
10   
11        WHEREAS, it is important to evaluate and restructure the
12   management of the State's small boat harbors to foster greater
13   responsibility and accountability; and 
14   
15        WHEREAS, partnership with the community and private
16   businesses will enhance successful management and operations of
17   these facilities; and 
18   
19        WHEREAS, community-based management of Hawaii's small boat
20   harbors allows those who are directly affected by the outcome
21   of a decision regarding an issue of significance to be involved
22   in the management of the facilities they utilize; and 
23   
24        WHEREAS, direct participation with the planning and
25   management of the harbors will enable the participants to gain
26   a greater sense of ownership and commitment to the small
27   harbors; and 
28   
29        WHEREAS, instituting a community-based management system
30   in small boat harbors will streamline services, cut costs, and
31   increase revenues; and 
32        
33        WHEREAS, in Act 160, Session Laws of Hawaii, 1997, the
34   Legislature created a task force in the Department of Land and

 1   Natural Resources to evaluate the feasibility of establishing a
 2   community-based management pilot program for one or more small
 3   boat harbors in the State; now, therefore,
 4   
 5        BE IT RESOLVED by the Senate of the Twentieth Legislature
 6   of the State of Hawaii, Regular Session of 1999, the House of
 7   Representatives concurring, that the Department of Land and
 8   Natural Resources create and implement a three-year pilot
 9   program to allow the Ala Wai Small Boat Harbor to be
10   transferred to a community-based management scheme through an
11   operating agreement; and 
12   
13        BE IT FURTHER RESOLVED that the Department of Land and
14   Natural Resources is requested to report its progress to the
15   Legislature twenty days before the convening of the Regular
16   Session of 2000; and 
17   
18        BE IT FURTHER RESOLVED that a certified copy of this
19   Concurrent Resolution be transmitted to the Department of Land
20   and Natural Resources.
