                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION TO PROVIDE SCHOOL
    COUNSELORS FOR EACH ADULT EDUCATION PROGRAM.


 1        WHEREAS, school counseling programs are designed to help
 2   all students develop their educational, social, career, and
 3   personal strengths, and to become responsible and productive
 4   citizens; and
 5   
 6        WHEREAS, school counseling programs are developmental by
 7   design and focus on needs, interests, and issues related to the
 8   various stages of student growth; and
 9   
10        WHEREAS, school counseling programs emphasize helping
11   students learn more effectively and efficiently; and
12   
13        WHEREAS, school counseling programs have a commitment to
14   individual uniqueness and the maximum development of human
15   potential; and
16   
17        WHEREAS, school counseling programs are an integral part
18   of a school's total educational program; and
19   
20        WHEREAS, Hawaii's adult education programs are charged
21   with providing increased opportunity for the people of Hawaii
22   and offer instructional programs in the fields of basic
23   elementary education, advanced elementary education, secondary
24   education, adult literacy education, homemaking and parent
25   education, community education, naturalization training, and
26   cultural opportunities; and
27   
28        WHEREAS, in 1996, the mandatory school age was lowered
29   from eighteen to sixteen years of age because some students
30   were unable to function in the normal education learning
31   system; and
32   
33        WHEREAS, this was done on the condition that more
34   resources and alternative adult education be made to assist
35   those young adult students who were no longer required to
36   attend high school; and

 1        WHEREAS, instead of expanding adult education resources,
 2   many of the community colleges made a policy decision to drop
 3   their remedial courses; and
 4        
 5        WHEREAS, recently there has been an influx of many young
 6   people ages sixteen to twenty in the adult education programs;
 7   and
 8   
 9        WHEREAS, school counselors are valuable support staff for
10   guidance of our young people and prepare them to develop their
11   educational, social, career, and personal strengths, and to
12   become responsible and productive citizens; and
13   
14        WHEREAS, counseling service is necessary to guide the
15   adult education students in maximizing their opportunities; and
16   
17        WHEREAS, the addition of school counselors to Hawaii's
18   adult education program will aid the adults registered in the
19   program, including the young adult students, to best maximize
20   the opportunities provided to them by the adult education
21   program, and guide them through their options in dealing with
22   the program cuts; and
23   
24        WHEREAS, the hard economic times of the State require
25   every department to provide more programs and support with
26   previously allocated money; now, therefore,
27   
28        BE IT RESOLVED by the Senate of the Twentieth Legislature
29   of the State of Hawaii, Regular Session of 1999, the House of
30   Representatives concurring, that the Department of Education is
31   requested to provide a school counselor for each school with an
32   adult education program for use by the adult education program;
33   and
34   
35        BE IT FURTHER RESOLVED that the Department of Education is
36   requested to utilize its existing funding to provide for these
37   school counselors; and
38   
39        BE IT FURTHER RESOLVED that certified copies of this
40   Concurrent Resolution be sent to the Superintendent of the
