                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF TRANSPORTATION TO STUDY THE
    FEASIBILITY OF NOISE MITIGATION AT HILO AIRPORT.



 1        WHEREAS, the Hilo Airport was constructed in the 1930's;
 2   and
 3     
 4        WHEREAS, the residential and commercial population in the
 5   City of Hilo has increased since the Hilo Airport was built;
 6   and
 7   
 8        WHEREAS, daily take-off and landing of aircraft have
 9   increased from 46,953 in 1967 to 101,521 in 1997; and 
10   
11        WHEREAS, the current aircraft landing and departure
12   patterns for the Hilo Airport result in aircraft flying over
13   both residential and commercial populations; and 
14   
15        WHEREAS, the noise from aircraft causes great disturbances
16   for the people of Hilo; and
17   
18        WHEREAS, the Department of Transportation has attempted to
19   mitigate the noise from the Hilo Airport by changing flight
20   patterns to occur over the ocean more often; and 
21   
22        WHEREAS, despite these mitigation solutions, aircraft
23   noise is still disruptive for the City of Hilo; and
24   
25        WHEREAS, it has become obvious that further study is
26   needed to look at both short- and long-term solutions to remedy
27   the noise from the Hilo Airport; now, therefore,
28   
29        BE IT RESOLVED by the Senate of the Twentieth Legislature
30   of the State of Hawaii, Regular Session of 1999, the House of
31   Representatives concurring, that the Department of
32   Transportation is requested to conduct a study to examine the
33   feasibility of noise mitigation at the Hilo Airport, including
34   relocation of the airport; and
35   
36        BE IT FURTHER RESOLVED that the Department of

 1   Transportation, after consultation with the Airport Manager of
 2   the Hilo Airport, is requested to report findings and
 3   recommendations to the Legislature twenty days before the
 4   convening of the Regular Session of 2000; and
 5   
 6        BE IT FURTHER RESOLVED that a certified copy of this
 7   Concurrent Resolution be transmitted to the Department of
 8   Transportation and the Airport Manager of the Hilo Airport.
