                    SENATE  CONCURRENT
                        RESOLUTION
ENCOURAGING ALL SCHOOLS IN HAWAII TO INCLUDE MUSIC AS A REGULAR
   AND INTEGRAL PART OF THEIR CORE CURRICULUM.



 1       WHEREAS, music is essential to the preservation and
 2   perpetuation of culture and the quality of life in our society;
 3   and
 4   
 5       WHEREAS, music is basic to the education of all children,
 6   youth, adults, and senior citizens in Hawaii, and should be a
 7   required subject in all schools; and
 8   
 9       WHEREAS, recent research has provided conclusive evidence
10   that education in music can have a significant and positive
11   impact on the development of the brain and intelligence; and
12   
13       WHEREAS, in 1991, the United States 102nd Congress, House
14   of Representatives, submitted in the Congressional Record that
15   music is critical to the education of all in fostering
16   creativity, teaching effective communications, providing tools
17   for a critical assessment of the world around us, and
18   instilling abiding values of self-discipline and commitment;
19   and
20   
21       WHEREAS, music is included as a core subject in the
22   National Educational Goals 2000, and all school music programs
23   should be designed to meet the National Standards for Music
24   Education; and
25   
26       WHEREAS, problems of inequality in the provision of musical
27   experiences for all students continue to exist in our State,
28   and a long-range plan to ensure equality needs to be developed;
29   and
30   
31       WHEREAS, there are inconsistencies in the implementation of
32   music education programs in the public schools of Hawaii; now,
33   therefore,
34   
35       BE IT RESOLVED by the Senate of the Twentieth Legislature
36   of the State of Hawaii, Regular Session of 1999, the House of
37   Representatives concurring, that this body encourage all

 1   schools in Hawaii to include music as a regular and integral
 2   part of their core curriculum; and
 3   
 4       BE IT FURTHER RESOLVED that the Department of Education
 5   collaborate with the Task Force on Music Education in Hawaii to
 6   ensure that the Hawaii Content and Performance Standards and
 7   each school in Hawaii include for all students the essential
 8   musical experiences as described in the document "Music
 9   Education in Hawaii" and other educational resources; and
10   
11       BE IT FURTHER RESOLVED that the Department of Education
12   report on the compliance and progress of the state-operated
13   schools and programs to the Legislature no later than twenty
14   days prior to the convening of the Regular Session of 2000, and
15   that this process be continued at three-year intervals
16   thereafter; and
17   
18       BE IT FURTHER RESOLVED that certified copies of this
19   Concurrent Resolution be transmitted to the Superintendent of
20   Education, the Chairperson of the Board of Education, the
21   Executive Director of the Hawaii Association of Independent
22   Schools, and the Task Force on Music Education in Hawaii.
