                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING TO DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND
    TOURISM AND THE HAWAII COMMUNITY DEVELOPMENT ASSOCIATION
    TO COMMUNICATE TO THE DIRECTOR OF TRANSPORTATION THEIR
    INTENTIONS REGARDING PIER 2 AT HONOLULU HARBOR. 


 1        WHEREAS, the rapidly growing cruise ship industry is a new
 2   and exciting economic opportunity for the State of Hawaii; and
 3   
 4        WHEREAS, the U.S. Congress has recently passed legislation
 5   that would encourage development of the cruise industry in the
 6   United States, specifically within the State of Hawaii; and
 7   
 8        WHEREAS, American Classic Voyages Co., the parent company
 9   of American Hawaii Cruises, will be providing interisland
10   cruise ship services in Hawaii with two new United States-built
11   ships accommodating 1900 passengers, with one scheduled to
12   enter service in 2003 and the other in 2004; and
13   
14        WHEREAS, the cruise ship industry in Hawaii is expected to
15   create 2,000 jobs and generate an additional $38,000,000 in
16   annual tax revenues for Hawaii; and
17   
18        WHEREAS, Pier 2 at Honolulu Harbor is the designated
19   home-base for American Hawaii Cruises with the capability to
20   berth two 850 foot cruise vessels; and
21   
22        WHEREAS, the Statewide Cruise Facility Study recommends
23   the design and construction of new terminal facilities at
24   Pier 2; and
25   
26        WHEREAS, the study further recommends that Foreign Trade
27   Zone No. 9, which is operated by the Department of Business,
28   Economic Development, and Tourism and currently located at
29   Pier 2, be relocated to allow for the construction of new
30   terminal facilities at Pier 2; and
31   
32        WHEREAS, Pier 2 is within the Fort Armstrong property
33   which is currently under the jurisdiction of the Hawaii
34   Community Development Authority; and

 2        WHEREAS, in order for construction of the new passenger
 3   terminal to be completed by 2003 to accommodate the two new
 4   ships from American Classic Voyages, Co., design and
 5   construction at Pier 2 must commence in the year 2000; now,
 6   therefore,
 7   
 8        BE IT RESOLVED by the Senate of the Twentieth Legislature
 9   of the State of Hawaii, Regular Session of 1999, the House of
10   Representatives concurring, that the Director of Business,
11   Economic Development, and Tourism (DBEDT) and the Chief
12   Executive Officer of the Hawaii Community Development Authority
13   (HCDA) are requested to communicate in writing to the Director
14   of Transportation and the Legislature no later than twenty days
15   prior to the convening of the Regular Session of 2000 the
16   following:

18        (1)  The intentions of DBEDT and HCDA regarding their
19             interests in Pier 2, taking into consideration the
20             Department of Transportation's plans to remove the
21             structures located at Pier 2 and to commence design
22             and construction of the new passenger terminal by
23             July of 2000;
24   
25        (2)  The date DBEDT plans to relocate Foreign Trade Zone
26             No. 9, if at all; and
27   
28        (3)  If DBEDT or HCDA objects to removal of the building
29             at Pier 2 which houses Foreign Trade Zone No. 9 and
30             commencement of design and construction of the new
31             passenger terminal by July of 2000, the specific
32             reasons for the objections and alternate solutions; 
33   
34   and
35   
36        BE IT FURTHER RESOLVED that certified copies of this
37   measure be transmitted to the Governor, the Director of
38   Business, Economic Development, and Tourism, and the Executive
39   Director of the Hawaii Community Development Authority.
