                     SENATE CONCURRENT
                        RESOLUTION

  URGING THE OFFICE OF HAWAIIAN AFFAIRS TO PROVIDE SERVICES FOR
    HOMELESS HAWAIIANS.



 1        WHEREAS, according to recent State housing statistics,
 2   Hawaiians and part-Hawaiians have become the largest homeless
 3   group in the islands; and
 4   
 5        WHEREAS, Hawaiians now make up 37.5 percent of the
 6   homeless, a substantial increase from 1992 when Hawaiians
 7   accounted for 20.6 percent of the homeless; and
 8   
 9        WHEREAS, the number of children who are homeless has also
10   increased substantially during the same period; and
11   
12        WHEREAS, this increase in the number of homeless Hawaiians
13   is tied to Hawaii's continuing depressed economy, and is
14   further exacerbated by the disproportionate numbers of
15   Hawaiians who depend on some form of assistance benefits; and
16   
17        WHEREAS, the number of homeless Hawaiians is growing
18   despite the fact most Hawaiians have extended ohana, who in
19   better economic times would have been able to provide help and
20   support; and
21   
22        WHEREAS, shifting demographics may also explain the
23   change, as the numbers of Hawaiians and part-Hawaiians have
24   increased as a proportion of the general population from 1990
25   to 1996, according to the Hawaii Health Surveillance; and
26   
27        WHEREAS, as the total number of the homeless in Hawaii has
28   grown by two hundred fifty to three hundred each year since
29   1994, funding to provide services has declined; now, therefore,
30   
31        BE IT RESOLVED by the Senate of the Twentieth Legislature
32   of the State of Hawaii, Regular Session of 1999, the House of
33   Representatives concurring, that the Office of Hawaiian Affairs
34   is urged to provide services for homeless Hawaiians to offset
35   the decrease in services from other sources; and

 1        BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs
 2   is requested to report to the Legislature twenty days prior to
 3   the Regular Session of 2000 on its efforts to serve the needs
 4   of homeless Hawaiians; and
 5   
 6        BE IT FURTHER RESOLVED that a certified copy of this
 7   Concurrent Resolution be transmitted to the Chairperson of the
 8   Board of Trustees of the Office of Hawaiian Affairs.
