                    SENATE  CONCURRENT
                        RESOLUTION
  REQUESTING THE INCORPORATION OF ASSISTIVE TECHNOLOGY
    CONSIDERATIONS IN ALL APPROPRIATE ADMINISTRATION MEASURES. 
 

 1        WHEREAS, there are approximately 193,000 persons with
 2   disabilities in Hawaii, and that population is increasing; and
 3   
 4        WHEREAS, assistive technology devices foster human dignity
 5   by enabling individuals with disabilities to live
 6   independently, make choices, pursue meaningful careers, receive
 7   free and appropriate education, and be fully included and
 8   integrated into the mainstream of society; and
 9   
10        WHEREAS, studies by the National Council on Disability
11   have shown that assistive technology devices reduce the
12   reliance on state and federal aid, prevent health care
13   problems, allow increased employment and earnings, reduce
14   dependence on paid assistants, and enable people to avoid
15   entering nursing home facilities; and
16   
17        WHEREAS, Hawaii needs an adequate supply of assistive
18   technology devices to ensure meaningful implementation of any
19   state policy relating to assistive technology devices; now,
20   therefore,
21   
22        BE IT RESOLVED by the Senate of the Twentieth Legislature
23   of the State of Hawaii, Regular Session of 1999, the House of
24   Representatives concurring, that the Governor is requested to
25   incorporate assistive technology considerations and language in
26   all administration measures relating to persons with
27   disabilities; and
28   
29        BE IT FURTHER RESOLVED that the Department of Business,
30   Economic Development, and Tourism is requested to develop
31   incentives to encourage out-of-state businesses and vendors
32   that provide assistive technology devices in Hawaii to increase
33   their supplies to Hawaii; and
34   
35        BE IT FURTHER RESOLVED that certified copies of this
36   Concurrent Resolution be transmitted to the Governor and the
37   Director of Business, Economic Development, and Tourism.
