                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND THE UNIVERSITY OF
    HAWAII TO REPORT ON PLANS FOR THE IMPROVEMENT OF MARINE
    EDUCATION.


 1        WHEREAS, Hawaii's mid-Pacific location makes it uniquely
 2   an ocean state; and
 3   
 4        WHEREAS, for centuries the ocean has been a cornerstone of
 5   Hawaii's culture, economy, and quality of life; and
 6   
 7        WHEREAS, the future of Hawaii and its people is clearly
 8   linked to the sea through economic development and
 9   diversification, wise use and management of aquatic resources,
10   stewardship of the environment, and appreciation of our
11   maritime heritage; and
12   
13        WHEREAS, in order to navigate prudently into the next
14   century, Hawaii's residents and their leaders must understand
15   the ocean and how it affects life here, contributes to our
16   sense of place, and enriches our lives each day; and
17   
18        WHEREAS, the Department of Education and the University of
19   Hawaii system are the two principal publicly supported
20   institutions charged with educating our next generation; and
21   
22        WHEREAS, the Legislature is concerned that the Department
23   of Education and the University of Hawaii have not given
24   adequate priority to marine education; now, therefore,
25   
26        BE IT RESOLVED by the Senate of the Twentieth Legislature
27   of the State of Hawaii, Regular Session of 1999, the House of
28   Representatives concurring, that the Department of Education
29   and the University of Hawaii work together to develop a
30   strategy to teach discipline-based information as the knowledge
31   bridge for the solution of problems within the context of
32   marine environment and its resources; and
33   
34        BE IT FURTHER RESOLVED that the Department of Education
35   and the University of Hawaii shall separately submit reports to
36   the Legislature including the findings of their collaborations,

 1   the current status of marine education in their respective
 2   institutions, and an outline of their collaborative plans for
 3   significantly and systematically improving marine education
 4   over the years 2000-2010, with particular reference to high
 5   school and undergraduate education; and
 6   
 7        BE IT FURTHER RESOLVED that the Department of Education
 8   and the University of Hawaii submit their respective reports to
 9   the Legislature no later than twenty days prior to the
10   convening of the Regular Session of 2000; and
11   
12        BE IT FURTHER RESOLVED that certified copies of this
13   Concurrent Resolution be transmitted to the Superintendent of
14   Education and to the President of the University of Hawaii.
