                    SENATE  CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF TRANSPORTATION TO PROPOSE LONG-TERM
   SOLUTIONS TO TRAFFIC AND PARKING PROBLEMS AT WAIMEA BAY AND
   TO ESTIMATE THE COSTS OF A FEASIBILITY STUDY FOR THE DESIGN
   AND CONSTRUCTION OF A SCENIC LOOKOUT.



 1        WHEREAS, the Waimea Bay area of Kamehameha highway on Oahu
 2   is a very popular area for visitors and local residents who
 3   stop to enjoy the scenic beauty year round, but particularly
 4   during the winter months of high surf; and
 5   
 6        WHEREAS, the congestion created by the increased traffic
 7   from both residents and visitors who stop in the area is
 8   hazardous because of the narrow shoulders along the highway and
 9   the lack of a safe lookout; and
10   
11        WHEREAS, on January 1, 1999, for example, more than
12   thirty-five illegally parked cars were towed away from the
13   Waimea Bay area after being ticketed by the Honolulu Police
14   Department; and
15   
16        WHEREAS, the creation of a Waimea lookout and rest area
17   for persons wishing to view the scenery and recreational
18   activities would reduce hazardous traffic conditions and
19   congestion; and
20   
21        WHEREAS, there is an immediate need for the Department of
22   Transportation to fully assess the traffic problem at Waimea
23   Bay, propose solutions which address the severe lack of public
24   parking in the area, and estimate the cost of a feasibility
25   study for designing and constructing a scenic lookout; now,
26   therefore,
27   
28        BE IT RESOLVED by the Senate of the Twentieth Legislature
29   of the State of Hawaii, Regular Session of 1999, the House of
30   Representatives concurring, that the Department of
31   Transportation is requested to propose long-term solutions to
32   traffic and parking problems at Waimea Bay and to estimate the
33   costs of a feasibility study for the design and construction of
34   a scenic lookout; and

 1        BE IT FURTHER RESOLVED that the Department of
 2   Transportation is requested to report its findings and
 3   recommendations, including any proposed implementing
 4   legislation, to the Legislature no later than twenty days
 5   before the convening of the Regular Session of 2000; and
 6   
 7        BE IT FURTHER RESOLVED that a certified copy of this
 8   Concurrent Resolution be transmitted to the Director of
 9   Transportation.
