                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THAT NATUROPATHIC PHYSICIANS BE CONSIDERED AS EQUAL
    TO PHYSICIANS AND SURGEONS FOR PURPOSES OF HEALTH CARE
    PLANS AND HEALTH INSURANCE POLICIES.
 


 1        WHEREAS, Hawaii law has recognized naturopathic physicians
 2   since 1925, when the first regulatory scheme was enacted
 3   pertaining to naturopathic physicians; and
 4   
 5        WHEREAS, naturopathic physicians specialize in providing
 6   traditional and modern natural medicine, natural therapeutics,
 7   and natural procedures, for the purpose of removing toxic
 8   conditions from the body and improving the quality, quantity,
 9   harmony, balance, and flow of the vital fluids, vital tissues,
10   and vital energy; and
11   
12        WHEREAS, "naturopathy" is defined in section 455-1, Hawaii
13   Revised Statutes, as the practice of "Diagnosing, treating, and
14   caring for patients using a system of practice that bases its
15   treatment of physiological functions and abnormal conditions on
16   natural laws governing the human body:  utilizing
17   physiological, psychological, and mechanical methods, such as
18   air, water, light, sunshine, heat and cold, earth,
19   phytotherapy, physiotherapy, mechano-therapy, naturopathic
20   corrections and manipulation, and natural methods or
21   modalities, together with natural or homeopathic medicines,
22   natural foods, and herbs, and nature's remedies of the type
23   taught in education and training at naturopathic medical
24   colleges..."; and
25   
26        WHEREAS, natural medicine is based upon traditional
27   methods of healing over 5,000 years old, and provides
28   scientifically and clinically proven therapeutics based upon
29   health building and disease prevention strategies; and
30   
31        WHEREAS, naturopathic physicians provide substantive care
32   for the amelioration of pain and suffering, improvement,
33   stimulation, and enhancement of the bodies natural defenses;

 2        WHEREAS, well-trained and licensed naturopathic physicians
 3   in Hawaii have an international appeal and have already
 4   attracted international patients and visitors; and
 5   
 6        WHEREAS, Auditor Report No. 89-25, on the social and
 7   financial impact of mandating insurance coverage for
 8   naturopathic care found that "Mandating insurance coverage for
 9   naturopathic services is unlikely to have any significant
10   impact on the cost of insurance premiums or the cost of health
11   care in the short- or long-term; and
12   
13        WHEREAS, the 1998-1999 "Yellow Pages" lists only nine
14   naturopathic physicians; and
15   
16        WHEREAS, many Blue Cross and Blue Shield companies and
17   Kaiser Permanente on the mainland provide coverage for
18   naturopathic physicians, and a few health insurance companies
19   do so in Hawaii; now, therefore,
20   
21        BE IT RESOLVED by the Senate of the Twentieth Legislature
22   of the State of Hawaii, Regular Session of 1999, the House of
23   Representatives concurring, that the Hawaii Medical Service
24   Association and its related companies, Kapiolani HealthHawaii,
25   Queen's Health Plans, and Kaiser Permanente are requested to
26   include services provided by naturopathic physicians in their
27   coverages; and
28   
29        BE IT FURTHER RESOLVED that certified copies of this
30   Concurrent Resolution be transmitted to the Hawaii Medical
31   Service Association, Kapiolani HealthHawaii, Queen's Health
32   Plans, and Kaiser Permanente.
