                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND THE DEPARTMENT OF
    HEALTH TO DEVELOP A PLAN TO PROVIDE ALL HAWAII PUBLIC
    SCHOOL CHILDREN WITH THE OPPORTUNITY TO HAVE A NUTRITIOUS
    BREAKFAST.



 1        WHEREAS, H.C.R. No. 38, 1998, adopted the goal that all of
 2   Hawaii's children will be safe, healthy, and ready to succeed
 3   in school; and
 4   
 5        WHEREAS, research demonstrates that there is a strong
 6   correlation between eating a good breakfast and learning; and
 7   
 8        WHEREAS, although the Department of Education's school
 9   food services current program in Hawaii provides nutritious
10   breakfasts to public school children, if the number of children
11   who eat a good breakfast increases, then Hawaii will make
12   progress towards its goal of safe, healthy children, ready to
13   succeed in school; and
14   
15        WHEREAS, if young children in Hawaii who are in early
16   childhood education and care group settings have the
17   opportunity to eat a good breakfast, they will be ready to
18   learn; and
19   
20        WHEREAS, the goals of all child nutrition programs are to:
21   
22        (1)  Provide maximum nutrition for optimal physical and
23             mental development; and
24   
25        (2)  Introduce children to good nutrition habits with the
26             goal that they will adopt such habits for life;
27   
28   and
29   
30        WHEREAS, the Good Beginnings Alliance has submitted a
31   proposal to the National Partnerships for Reinventing
32   Government which supports a performance partnership to improve
33   outcomes for children by measuring progress in reaching
34   Hawaii's goal of all children being safe, healthy, and ready to

 1   succeed in school; and
 2   
 3        WHEREAS, the performance partnership is known as Boost for
 4   Kids and includes public and private stakeholders who have
 5   agreed to measure Hawaii's progress in meeting its goal of
 6   giving all children, especially the most vulnerable, a good
 7   breakfast; now, therefore,
 8   
 9        BE IT RESOLVED by the Senate of the Twentieth Legislature
10   of the State of Hawaii, Regular Session of 1999, the House of
11   Representatives concurring, that the Department of Education,
12   the Department of Health, the Department of Human Services, the
13   Office of the Governor, the University of Hawaii's Center on
14   the Family, and the Good Beginnings Alliance are requested to
15   collaborate on increasing the number of children, in public and
16   private schools, pre-schools, or group care, who have an
17   opportunity to eat a nutritious breakfast; and
18   
19        BE IT FURTHER RESOLVED that this collaborative group
20   submit a report on the status of the implementation of this
21   measure to the Legislature no later than twenty days prior to
22   the convening of the Regular Session of 2000; and
23   
24        BE IT FURTHER RESOLVED that certified copies of this
25   Concurrent Resolution be transmitted to the Superintendent of
26   Education, the Chairperson of the Board of Education, the
27   Director of Health, the Director of Human Services, the
28   University of Hawaii's Center on the Family, the Good
29   Beginnings Alliance, and the Office of the Governor.
