                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONDUCT A
    FEASIBILITY STUDY TO PLAN, DESIGN, ACQUIRE LAND, AND
    CONSTRUCT A SECOND ENTRANCE INTO AND EXIT OUT OF WHITMORE
    VILLAGE.


 1        WHEREAS, the community of Whitmore Village in the north
 2   central region of Oahu is accessible by only one road that
 3   leads into and out of that community; and
 4   
 5        WHEREAS, in addition to the inconvenience for Whitmore
 6   residents, the lack of an alternate route leaves village
 7   residents isolated in the event of an emergency that cuts off
 8   access to that road; and
 9   
10        WHEREAS, for example, the occurrence of a major accident,
11   hazardous condition, or other emergency on the route leading
12   into Whitmore Village may leave Whitmore residents inaccessible
13   to emergency vehicles; and
14   
15        WHEREAS, the construction of a second entrance into and
16   exit out of Whitmore Village will provide greater accessibility
17   to that village, especially in times of emergency; now,
18   therefore,
19   
20        BE IT RESOLVED by the Senate of the Twentieth Legislature
21   of the State of Hawaii, Regular Session of 1999, the House of
22   Representatives concurring, that the Department of
23   Transportation is requested to conduct a feasibility study to
24   plan, design, acquire land, and construct a second entrance
25   into and exit out of Whitmore Village; and
26   
27        BE IT FURTHER RESOLVED that the Department of
28   Transportation is requested to report its findings and
29   recommendations to the Legislature no later than twenty days
30   before the convening of the Regular Session of 2000; and
31   
32        BE IT FURTHER RESOLVED that a certified copy of this
33   Concurrent Resolution be transmitted to the Director of
34   Transportation.
