                    SENATE  CONCURRENT
                        RESOLUTION

REQUESTING THE DEPARTMENT OF EDUCATION TO CREATE ALTERNATIVES FOR
   STUDENTS AT MULTI-TRACK SCHOOLS DURING INTERIM PERIODS.



 1       WHEREAS, most public schools have adopted a calendar with
 2   students on vacation for a period during the summer months, and
 3   during this summer interim schools usually have a program that
 4   is available to students, although a fee may be involved; and
 5   
 6       WHEREAS, these programs during the summer interim are
 7   critical to many families because they provide learning
 8   opportunities during a time when children would otherwise be
 9   unsupervised; and
10   
11       WHEREAS, however, due to increasing enrollments in certain
12   areas with limited school facilities, multi-track schedules
13   have been considered to more fully utilize facilities; and
14   
15       WHEREAS, Mililani Middle School has adopted a multi-track
16   schedule that has interim periods for students at different
17   times during the year besides the summer months; and
18   
19       WHEREAS, Mililani Middle School plans to offer a program
20   for those students who are "off-track" during the summer
21   interim, but no similar program for students who are "off-
22   track" at other times; and
23   
24       WHEREAS, the Department of Education has an obligation to
25   ensure that programs are available to students who are "off-
26   track" during all interim periods; and
27   
28       WHEREAS, if the Department of Education cannot make
29   programs for "off-track" students available at school
30   facilities, then it should encourage and facilitate the
31   development of programs in the community; and
32   
33       WHEREAS, relatedly, the Department of Education should also
34   make after-school activities available to "off-track" students;

 1       WHEREAS, the resolution of these issues would be a positive
 2   factor in communities where the Department of Education has not
 3   yet implemented but is considering multi-track schedules for
 4   schools; now, therefore,
 5   
 6       BE IT RESOLVED by the Senate of the Twentieth Legislature
 7   of the State of Hawaii, Regular Session of 1999, the House of
 8   Representatives concurring, that the Department of Education
 9   create alternatives for students at multi-track schools during
10   all interim periods, and report to the community on an annual
11   basis regarding the availability of such programs; and
12   
13       BE IT FURTHER RESOLVED that the Department of Education
14   make after-school activities available to "off-track" students;
15   and
16   
17       BE IT FURTHER RESOLVED that the Superintendent of Education
18   submit a report to the Legislature no later than twenty days
19   prior to the convening of the Regular Session of 2000 about the
20   status of programs for students at multi-track schools during
21   the interim periods and after-school activities for "off-track"
22   students; and
23   
24       BE IT FURTHER RESOLVED that certified copies of this
25   Concurrent Resolution be transmitted to the Chairperson of the
26   Board of Education, the Superintendent of Education, and the
27   Principal of Mililani Middle School.
