                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO RESTORE FUNDING TO PUBLIC HIGH SCHOOL
   ATHLETIC PROGRAMS.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that while funding for an
 
 2 athletic program for new schools is critical for the school and
 
 3 the community, in the past five years there were no allocations
 
 4 for athletic programs for new schools.  Therefore, the funding
 
 5 that was allocated to all existing public high school athletic
 
 6 programs was taken away to fund the athletic programs of new high
 
 7 schools such as King Kekaulike school.  Each high school in the
 
 8 State lost approximately $10,000 from their athletic program,
 
 9 which meant losing coaching positions, transportation, equipment,
 
10 and supplies.
 
11      The legislature further finds that additional cuts will be
 
12 made to all public high schools if the State continues not to
 
13 fund new athletic programs.  Moneys still have to be allocated
 
14 for Kealakehe high school, which recently opened, and Keaau,
 
15 Kapolei, and Central high schools which will open within the next
 
16 few years.  In addition, King Kekaulike school will be entering
 
17 into a full varsity, junior varsity, and girls and boys athletic
 
18 program which will have to be funded as well.

 1      The purpose of this Act is to restore funding to public high
 
 2 school athletic programs whose funding was taken away to fund the
 
 3 athletic programs of new schools.
 
 4      SECTION 2.  There is appropriated out of the general
 
 5 revenues of the State of Hawaii the sum of $1, or so much thereof
 
 6 as may be necessary for fiscal year 1999-2000, to restore the
 
 7 funding that was allocated to public high school athletic
 
 8 programs and subsequently taken away to fund the athletic
 
 9 programs of new high schools that recently opened within the last
 
10 five years.
 
11      SECTION 3.  The sum appropriated shall be expended by the
 
12 department of education for the purposes of this Act.
 
13      SECTION 4.  This Act shall take effect on July 1, 1999.
