Saddle Road

Authorizes the issuance of general obligation bonds for the
repair, upgrading, and reconstruction of Saddle Road, Hawaii.

                     A  BILL  FOR  AN  ACT



 1      SECTION 1.  The legislature finds that Hawaii island is
 2 comprised of a four-thousand square mile land-mass, with isolated
 3 urban and rural areas around the island.  These isolated
 4 communities are connected by perimeter two-lane highways built in
 5 the early part of the twentieth century and modified since that
 6 time.  
 7      The Saddle Road is the most direct route connecting Hilo and
 8 Kona, the two urban centers on Hawaii island.  Built in the
 9 1940's, there are sections of the road that have inadequate sight
10 distances, substandard horizontal and vertical alignments,
11 substandard pavement and shoulder widths, and narrow lateral
12 clearances.
13      The Federal Highway Administration has assisted the State by
14 conducting studies on improving the Saddle Road.  A comprehensive
15 Environmental Impact Study has been prepared and is in the
16 process of being approved.  This study responds to many issues
17 including socio-cultural, native Hawaiian, environmental, and
18 technical concerns.
19      The purpose of this Act is to authorize the issuance of

 1 general obligation bonds and make an appropriation for the
 2 improvement of the Saddle Road in order to accommodate the
 3 cross-island transportation needs of Hawaii island. 
 4      SECTION 2.  The director of finance is authorized to issue
 5 general obligation bonds in the sum of $          , or so much
 6 thereof as may be necessary, and the same sum, or so much thereof
 7 as may be necessary, is appropriated for fiscal year 1999-2000
 8 for the repair, upgrading, and reconstruction of Saddle Road,
 9 Hawaii; provided that the county of Hawaii reimburse the State
10 for the cost of issuing the general obligation bonds no later
11 than July 1, 2000.
12      SECTION 3.  The appropriation made for the capital
13 improvement project authorized in this Act shall not lapse at the
14 end of the fiscal year for which the appropriation is made;
15 provided that all moneys from the appropriation that are
16 unencumbered as of June 30, 2002, shall lapse as of that date.
17      SECTION 4.  The sum appropriated shall be expended by the
18 county of Hawaii for the purpose of this Act.
19      SECTION 5.  This Act shall take effect on July 1, 1999.
