                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE CENTER FOR LABOR EDUCATION AND
   RESEARCH.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  A large portion of the labor force of the State
 
 2 of Hawaii belongs to and is represented by a variety of trade
 
 3 unions.  The collective bargaining process, whether successful or
 
 4 unsuccessful, vitally affects the entire citizenry of our State.
 
 5 The contributions of organized labor to the improvement of the
 
 6 social, political, and economic well being of our citizenry have
 
 7 been substantial albeit largely unknown by the public at large.
 
 8 The center for labor education and research (CLEAR) was created
 
 9 twenty years ago with the mission of providing labor education to
 
10 workers, labor leadership, and the general public of this State.
 
11 CLEAR has served its mission by providing programs that educate
 
12 and increase the public awareness of the many contributions of
 
13 labor in Hawaii's past, present, and future.  
 
14      The legislature finds that CLEAR has established itself as
 
15 an important and much needed institution.  CLEAR employs the
 
16 State's only Labor Economist who is a resource to state, federal,
 
17 and county legislators and agencies regarding labor topics
 
18 ranging from workers' compensation to privatization.  CLEAR's
 
19 television program Rice & Roses explores and memorializes

 1 Hawaii's labor history for both local and national dissemination.
 
 2 Furthermore, as evidenced by the number of enrollees in CLEAR's
 
 3 educational programs (6,794 enrollees in fiscal year 1994-1995),
 
 4 CLEAR responds to the compelling need of the public to research
 
 5 and understand the history and future of Hawaii's labor force.
 
 6      The purpose of this Act is to support the goals and
 
 7 objectives of CLEAR, including the continued production of Rice &
 
 8 Roses.
 
 9      SECTION 2.  There is appropriated out of the general
 
10 revenues of the State of Hawaii the sum of $          , or so
 
11 much thereof as may be necessary for fiscal year 1999-2000, for
 
12 the continued support of the center for labor education and
 
13 research and its public television production of Rice & Roses.
 
14      SECTION 3.  The sum appropriated shall be expended by the
 
15 University of Hawaii for the purposes of this Act.
 
16      SECTION 4.  This Act shall take effect on July 1, 1999.
